Despite the government notifying them of financial reservations, many officers have been reluctant to give EWS certificates due to the lack of clear guidelines for village officers. Most people are reluctant to accept applications on the white paper after February 12, after the Land Revenue Commissioner notified them that the specimen of the application would be promptly submitted by the Land Revenue Commissioner. Students and parents are worried that the online system will not be implemented even though the notification states that the application will be made online immediately.

Many Village Officers return the people with some false information. The memorandum also stated that students and parents are concerned that the system of uploading the EWS certificate has not been arranged on the website of the Commissioner for Entrance Examinations. As a solution to this, the Revenue Minister phoned the Land Revenue Commissioner in front of the House of Representatives. It was directed to issue orders, directions, etc.

The minister also urged the representatives of the Syro-Malabar Church to submit a complaint directly to him if any village officer makes objectionable claims. The Minister said that the necessary arrangements for uploading the certificate on KEAM’s website should be made by the higher education department.
