Kuwait City: Pope Francis has appointed Bishop Paul Hinder OFM Capochu as the Apostolic Administrator of the Apostolic Vicariate of Northern Arabia. He is currently the Apostolic Vicar of Southern Arabia. With the death of Bishop Camilo Ballin on April 12, the post of Apostolic Vicar of Southern Arabia has been vacant. Bishop Paul Hinder, best known to the Arab Christians He is also the man who made the decisive intervention in the release of Tom Utzal.

Bishop Hinder, a native of Switzerland, became a clergyman in 1967. He served as a seminary professor, provincial, and general counselor of the Franciscan Church. In 2003, he was appointed to help with Arabia. In 2011, it was divided into Qatar, Bahrain, Saudi Arabia, and Kuwait. Bishop Paul Hinder is also a member of the Pontifical Council for the Care of the Immigrant Community.
